Orphans and children left without parental care, as well as children under guardianship (trusteeship), who had assigned living quarters, retain the right to it for the entire period of stay in an educational institution, and those who do not have assigned living quarters, after the end of their stay in educational institutions are provided by executive authorities at the place of residence, out of turn, with living space not lower than established social norms.

When employed in an organization (even a commercial one), graduates of educational institutions from among orphans and children left without parental care are provided with clothing, shoes, soft goods and equipment at the expense of this educational institution. The standards for such support were approved by Decree of the Government of the Russian Federation of June 20, 1992 N 409 “On urgent measures for the social protection of orphans and children left without parental care.” At the request of graduates, they may be given or transferred to a savings book monetary compensation in the amount necessary for the purchase of clothing, shoes, soft goods and equipment. Graduates are also paid a one-time cash allowance of at least 500 rubles. This is stated in paragraph 8 of Article 6 of Federal Law No. 159-FZ.

In accordance with Article 9 of Federal Law No. 159, the state employment service authorities, when orphans and children left without parental care, aged fourteen to eighteen years, apply to them, carry out career guidance work with them and provide diagnostics of their professional suitability, taking into account health status. Persons looking for work for the first time and registered with the state employment service as unemployed are paid unemployment benefits for 6 months in the amount of the average wage level prevailing in the republic, territory, region, the cities of Moscow and St. Petersburg, autonomous region, autonomous district. For these persons released from organizations due to their liquidation, reduction of personnel or staff, employers (their legal successors) are obliged to provide, at their own expense, the necessary vocational training with their subsequent employment in this or another organization.
