A significant number of citizens enjoy their right to various social payments and benefits from the state. There are many situations in which the right to social support arises, among them: the birth of a child, high utility bills, unemployment, lack of housing for young families, disability, loss of loved ones... The list goes on.
In this article, we tried to provide a brief overview of information one way or another related to social payments and benefits in 2018. Financial problems... they may or may not be serious, but if you have the right to legal support from the state, does it make sense to take advantage of this right? If the answer is “YES”, read on)
Social benefits for children
Social support is provided even before the birth of the child; the expectant mother is given birth certificate(at 28 with multiple births). Thanks to the system of birth certificates, a woman has the opportunity to choose a maternity hospital and children's department where the child will be observed free of charge.
During the same period employed women are paid maternity benefits (maternity benefits).
After the birth of the child the following is paid:

Social payments for housing for young families 2018
A young family is considered to be a married couple in which both spouses have not reached 36 years of age. Such a family can apply for a payment to purchase housing. The size of the social benefit is significant and can reach 1 million rubles.
Social scholarships for students
Students in need of social assistance are paid a social scholarship. Such students include orphans, disabled people of groups 1-2, and in some institutions “social benefits” are paid to students raising children or students from single-parent families.
Unemployed citizens
A citizen who is unemployed and registered with the employment center is paid social unemployment benefits. If you are left without official employment and decide to carry out entrepreneurial activities, the employment center can pay you a subsidy for small business development. To do this, you will need to draw up a business plan and subsequently report on the intended use of funds.
Social subsidy for utility bills
In general, it is paid to citizens whose housing and communal services costs exceed 22% of their family income. The subsidy for utility bills is paid provided there is no current debt. Every 6 months you must re-apply for this type of social benefit.

Social benefit for funeral
Unfortunately, sooner or later the moment of losing a loved one comes. The funeral payment has been RUB 5,701.31 since February 2018. without taking into account the regional coefficient. The benefit is indexed periodically (since 2017 - in February), the actual consumer price growth index for the past year is taken as a basis. In some regions, an additional payment is assigned to the social benefit for burial (in Moscow the coefficient is 11 thousand rubles, the total amount for 2018 is 16,701 rubles).
Since January, Moscow has been increasing the size of the city standard for non-working pensioners, as well as a number of social benefits. the site tells how much social support will increase in the capital and who will receive increased payments.
Sergei Sobyanin called social support for Muscovites a priority for the coming years. Pensions, benefits, assistance to large and low-income families - these are just a few of the areas on which a significant portion of the city’s money will be spent from January 1, 2018. First of all, the increase will affect those who need social support more than others.
The amounts of increased payments were determined taking into account the opinions of residents of the capital. Sergei Sobyanin discussed what measures need to be taken to improve the lives of Muscovites during meetings with pensioners, veterans, large families, single mothers and parents of disabled children. Proposals were made by the Moscow City Council of Veterans, representatives of large families and other public organizations. The Moscow Mayor included in the draft budget exactly the proposals that were made at these meetings.
Help for pensioners and veterans
In Moscow, the minimum pension amount will increase. The mayor of Moscow supported the proposal of the veterans council to immediately increase it by three thousand rubles. The city social standard will be 17,500 rubles. Already at the end of December, almost 1.4 million city residents will receive an increase in their pensions.
“If you take the last seven years, we started with 10 thousand rubles. Now there are already 17.5 thousand. That is, we annually increase the size of this minimum pension by almost a thousand rubles. And in the future we will try to increase it as much as possible,” said Sergei Sobyanin.
Monthly compensation to labor veterans, home front workers and victims of political repression will more than double from 2018.
In addition, city benefits to veterans and participants in the defense of Moscow will double. They will be paid eight thousand rubles monthly instead of four thousand.
Additional compensation is provided for the capital's centenarians. Those who will turn 101 or older next year will receive 15 thousand rubles at a time. Married couples will also receive one-time cash payments on the occasion of their anniversaries. Those who celebrated the 50th anniversary of marriage will receive 20 thousand rubles (in 2017, the payment was 10 thousand rubles), the 55th anniversary and 60th anniversary - 25 thousand (in 2017 - 11 thousand and 12 thousand rubles, respectively), the 65th anniversary and 70th anniversary - 30 thousand (in 2017 - 13 thousand and 15 thousand rubles, respectively).
Monthly compensation to pensioners will double in exchange for free travel on public transport, as well as on commuter trains.
Support for low-income and large families
The amount of child benefits for low-income families will increase from three to 6.25 times. The increase in these payments will affect almost 300 thousand young Muscovites. Almost five times - the monthly child benefit will increase for low-income families with children under three years old - up to 10 thousand rubles (in 2017 - two thousand rubles).
Payments to low-income single mothers and fathers, military personnel undergoing military service for a child under three years of age will increase to 15 thousand rubles, and the amount of benefits for children over three years of age and benefits to large families and families raising disabled children will increase in twice. Monthly assistance for caring for a disabled child under the age of 18 or a disabled child under the age of 23 will amount to 12 thousand rubles (in 2017 - six thousand rubles). The same amount will be paid for a child under the age of 18 living in a family in which both or the only parent do not work and are disabled people of group I or II.
For large families with five or more children, the city will also increase monthly payments for the purchase of children's clothing, payment for housing, utilities, and telephone communications. Parents will also receive increased payments for International Family Day and Knowledge Day.
In the Moscow budget, the growth of social expenditures is twice as fast as the growth of other items. It is planned to allocate 430 billion rubles for social needs in 2018. Part of these funds will go to increase salaries for social workers.
From 2011 to 2017, budget spending on the social sector in Moscow has already been almost doubled. At the same time, the targeting of benefits was strengthened. For example, expenses on subsidies and benefits for housing and communal services increased threefold, nine times on providing food and clothing assistance to the poor, and five times on providing disabled people with technical means of rehabilitation.
At the same time, the city launched a system of benefits for paying contributions for major repairs, which covered about four million Muscovites. As part of the reform of ground public transport, beneficiaries received the right to free travel on commercial buses.

The system of state benefits in Russia has undergone significant changes in recent years, due to socio-economic transformations in the country, which have led to profound changes in all spheres of public life - in economics, politics, and the social structure of society. In difficult economic conditions, measures were taken to improve the benefit system in order to strengthen social support for families with children, the disabled, and citizens who have lost their jobs.
Numerous types of benefits in the social security system are classified according to various bases:

Amount of social benefits in 2019
- Temporary disability benefit
In case of illness or injury of the insured person, including in connection with an operation for artificial termination of pregnancy or in vitro fertilization, payment of benefits from the funds of the Social Insurance Fund of the Russian Federation is made from the fourth day, in other cases - from the first day of incapacity for work during the insurance period

The Russian Federation is a social state, according to which all material benefits are redistributed according to the principle of social justice. The state regulates the economy, develops various social programs, and improves social legislation in order to provide every citizen with equal starting conditions for future life and provide support for socially vulnerable segments of the population.
The social policy of the state is expressed in social security, which, among other things, provides for the implementation of various social payments. Social payments are cash payments to citizens, which are carried out by government bodies from the state budget in order to maintain a decent standard of living for these citizens. Legal regulation of social protection of the population, including cash payments, is carried out by the Ministry of Labor and Social Protection of the Russian Federation.- Social payments can be one-time, monthly, or annual. Their list includes a variety of benefits, compensation, benefits, pensions, for example:
- cash benefits for women and families in connection with pregnancy, childbirth, education and child care;
- benefits for combatants, disabled people and war workers, families of military personnel;
- payments to citizens who were exposed to radiation as a result of the accident at the Chernobyl nuclear power plant;
- payments to honorary citizens, donors;
- disability and unemployment benefits;
- A pension is a monthly cash benefit that is paid for the following reasons: reaching retirement age, becoming disabled, or losing a breadwinner. When calculating the amount of a pension, many factors are taken into account: gender, age, health, life situation, for example, loss of a breadwinner, length of service, etc. Detailed information about the rules for registration, calculation and payment of pensions is available on the official website of the Russian Pension Fund.
- differentiated monthly child care allowance;
- payments to single mothers, parents with many children, etc.
Benefits - payments due to unemployment, compensation of earnings during illness (the so-called payment), a one-time benefit in connection with the birth of a child and monthly child care for up to one and a half years.
Compensation includes funds paid to a citizen as compensation for expenses incurred by him. Typically, these costs do not need to be documented. For example, with full or partial compensation for public transport expenses, a certain amount is transferred monthly to the account of the citizen to whom it is due. For example, in Moscow, such compensation for travel on public transport is provided to the unemployed in the amount of one month for all types of transport. It is transferred monthly to the account of those who are registered with the employment center, in addition to federal unemployment benefits.
Such compensation should be distinguished from the benefit of providing free travel in kind, which is available to disabled people and a number of other categories of beneficiaries. In some regions, citizens of these categories are simply transported on public transport for free on the basis of presenting a document on benefits (pension or other certificate) or using a free certificate issued on the basis of the appropriate certificate.
Many payments are due to certain categories of citizens on the basis of federal law from the social insurance fund (for example, all the benefits listed in the first paragraph) or the federal budget. Such payments are called federal. In addition, in specific regions, additional benefits and compensation may be assigned from the regional budget on the basis of local legislation. For example, compensation for expenses due to the birth of a child is due to Muscovites. Or an additional benefit in connection with the birth of a child for all families with permanent or temporary registration in the Yaroslavl region.
Regional social payments can also include local maternity capital, which is provided to residents of a specific constituent entity of the Russian Federation once in their lifetime at the birth of a second or subsequent child, if the payment goes directly to the citizen’s bank account. At the same time, the amount, conditions, procedure for providing and the possibility of using capital are determined by the legislation of a particular subject of the Russian Federation and can be either softer or stricter than federal standards.
Some subsidies may also be classified as social payments (for example, to Moscow's waiting list for the purchase of housing). Since the money in this case is not transferred directly to the person providing the service, but to the citizen’s personal account, they can be classified as payments, despite the fact that the citizen will not be able to freely dispose of this money - only spend it on solving the housing problem. But a subsidy for utility bills is not a social payment, although it refers to social support measures: after all, the money goes directly to suppliers, and the citizen is only billed. We can say that a sign of social payment is that the money is received (paid) directly to the citizen in one form or another.
