Notes to the production calendar for 2014

According to Article 112 of the Labor Code of the Russian Federation, non-working holidays in production calendar for 2014 are:

  • January 1, 2, 3, 4, 5, 6 and 8 - New Year holidays;
  • January 7 - Nativity;
  • February 23 - Defender of the Fatherland Day;
  • March 8 - International Women's Day;
  • The 1 of May - Spring and Labour Day;
  • 9th May - Victory Day;
  • 12 June - Russia Day;
  • November 4 - National Unity Day.

If a day off and a non-working holiday coincide, the day off is transferred to the working day following the holiday, with the exception of days off coinciding with non-working holidays in the period from January 1 to January 8. The Government of the Russian Federation transfers two days off from the number of days off coinciding with non-working holidays, from January 1 to January 8, to other days in the next calendar year in the manner prescribed by part five of this article.

In accordance with production calendar for 2014 New Year holidays will last 8 days, the first working day will be January 9th. For the rational use of weekends and non-working holidays by employees, days off may be transferred to other days by federal law or a regulatory legal act of the Government of the Russian Federation. At the same time, the regulatory legal act of the Government of the Russian Federation on the transfer of days off to other days in the next calendar year is subject to official publication no later than one month before the start of the corresponding calendar year. The adoption of regulatory legal acts of the Government of the Russian Federation on the transfer of days off to other days during the calendar year is allowed subject to the official publication of these acts no later than two months before the calendar date of the day off to be established. It is worth considering that this production calendar for 2014 is preliminary.

For 2014, the estimated norm of working time was established by the Decree of the Ministry of Labor and Social Protection of the Republic of Belarus dated September 13, 2013 No. 95 (hereinafter referred to as Resolution No. 95), according to which, with a full norm of working hours (40 hours per week), the estimated norm of working hours for 2014 will be for a 5-day working week with days off on Saturday and Sunday - 2015 hours, for a 6-day working week with a day off on Sunday - 2017 hours.

The published production calendar for 2014 provides the estimated working time norm for each month of the year with a full working time norm of 40 hours per week (Article 112 of the Labor Code) and with a reduced working time norm of 35 hours per week established for certain categories of workers (Article 113 and 114 TC), taking into account days off: on Saturday and Sunday for a 5-day working week and on Sunday for a 6-day working week.

It should be noted that the religious holiday Easter, according to Decree No. 157, is not declared a non-working day both according to the calendar of the Orthodox denomination and according to the Catholic calendar, and the celebration day always falls on Sunday. Consequently, for employees whose working hours are determined by the work (shift) schedule and the time of work (shift) falls on Sunday (Easter holiday), payment for work on the indicated day is made in the usual manner, i.e., as for work on a working day. day. When employing employees for whom, according to the established working hours, Easter is a day off, compensation for work on this day is made in accordance with the norms of Article 146 of the Labor Code.

When determining the estimated norm of working time, it was also taken into account that the duration of work on the working day immediately preceding the holiday is reduced by one hour. Both with a 5-day and a 6-day working week, March 7, April 28, April 30, May 8, July 2, November 6, December 24 and December 31 are pre-holiday working days.

According to Art. 116 of the Labor Code, the working hours of employees on the working day immediately preceding a public holiday or a holiday declared non-working by the said Decree are reduced by 1 hour. Due to the fact that March 8 coincides with the first Saturday of the month, the number of holidays for a 5-day working week will be 8 days, and for a 6-day working week - 9 days. In this regard, the estimated norm of working time in March, May, July, November with a 5-day and 6-day working week is also reduced by 1 hour, and in April and December by 2 hours.

In 2014, with a working time standard of 40 hours per week, its average monthly calculation norm for a 5-day working week is 167.9 hours, for a 6-day working week - 168.1 hours, and over the past ten years for a 5-day and For a 6-day working week, the estimated rate will be 168.9 hours.

For reference: In 2014, Easter according to the calendars of the Orthodox and Catholic denominations is April 20.
