If it was not possible to earn the required work experience, then payments will be made in the presence of at least 10 years of work. Such a pension will be calculated taking into account the actual hours worked. Moreover, it cannot be less than half of the minimum old-age pension.

Calculation of pension and its size

The minimum pension in Belarus is really small. Its size is a quarter of the cost of living, taken for the two previous quarters.

The minimum pension payment for disabled people of the first and second groups is 100% of the smallest pension payment by age, and for disabled people of the third group, this indicator is reduced by 50%. Heroine mothers also receive 100% of the minimum wage by age. The same applies to seniority retirees.

The old-age pension is defined as 55% of the average monthly earnings, adjusted for Article 56. The calculation takes place in accordance with the established norms, as a percentage of the actual salary, which was accrued before applying for a retirement benefit.

Those 10% that do not exceed 130% of the average state wage are taken into account in full, and each subsequent 10% is multiplied, respectively, by a coefficient from 0.9 to 0.1 (taken from 90 to 10%). Salary from 130-400% is taken into account at the rate of 10%. The amount that will be obtained as a result of the calculations is considered earnings for calculating the pension payment.

Thus, the following factors influence the amount of the pension benefit:

  • experience;
  • the amount of earnings;
  • years of work in excess of experience;
  • sphere of work.

The change (recalculation) of the calculated indicators can be made in the following cases:

  • change in the living wage;
  • an increase in the average salary by 15 percent or more;
  • gaining the necessary experience for citizens who did not have it;
  • change in the type of retirement benefit.

A little about points

As you already understood, the pension in Belarus is calculated according to a rather complicated scheme, one of the components of which is the personal pension coefficient. A certain number of points is awarded for each fully worked year. By the time you retire, you need to recruit at least three dozen. However, this scheme can be fully implemented only by 2025.

Who will not be affected by the increase in seniority? Differences between the pension systems of Russia and Belarus

In both Russia and Belarus, a pension is charged upon reaching a certain age, provided that a person has the required amount of contributions to the social insurance fund. Pension size in comparison with neighbors

If we carry out a comparative analysis of the level of income and Belarus, then the latter noticeably lose in this. Thus, the average pension in the Russian Federation in terms of Belarusian rubles is 430 rubles, and this is much higher than what Belarusians receive. While regional differences are also worth taking into account, in many parts of Russia, pension payments are comparable to pensions in Belarus.

The first is determined by Article 16 of the Law of the Republic of Belarus No. 239-З dated June 14, 2007 "". Head of the RSC No. 1 of the Partizansky district of Minsk Natalia Khokhol specifies the main categories of consumers who are provided with discounts on utility bills. It:

  • participants of the Great Patriotic War;
  • war invalids;
  • non-working pensioners from among the military, officials and rank-and-file personnel of the internal affairs bodies, the Investigative Committee, the State Committee for Forensic Expertise, bodies and departments for emergency situations, financial investigation bodies of the State Control Committee, who have become disabled as a result of injury, contusion, injury or illness received during performance of military service duties;
  • disabled people of groups I and II who do not have able-bodied family members who are legally obliged to support them, and who live alone or only with the same disabled people and (or) with non-working pensioners.

They are entitled to a 50 percent discount on maintenance fees within 20 sq. M. total area, as well as 50% less pay for elevator maintenance and utilities (hot and cold water supply, sewerage, gas, electricity and heat supply, MSW management, supply of liquefied hydrocarbon gas from individual cylinder or tank installations) at subsidized rates within the limits of consumption rates. The latter were approved by the decision of the Minsk City Executive Committee of December 13, 2007 No. 2956.

Let's move on to arithmetic. For example, in an apartment of 48 sq. m 3 people are registered, one of them is a beneficiary. Subsidized tariff for maintenance (hereinafter as of November 2017) - 0.1084 rubles per 1 sq. M. Taking into account the benefits for 20 sq. M. due to payment of 1,084 rubles (0,1084 rubles x 20 sq. m. / 2 (50%). For the rest of the area of ​​28 sq. m. - 3,0352 rubles. benefit account - 1,084 rubles.

It is not difficult to calculate the heating discount. At a rate of 16.9259 rubles per 1 Gcal for heating the said apartment, let's say, that same 1 Gcal per month is spent. Heating 20 sq. M. will cost 7,052 rubles, and with a 50 percent discount - 3,526 rubles. Savings - 3,526 rubles.

The calculation for water supply and sewerage has nuances, N. Khokhol draws attention. The subsidized total tariff for the service is 0.9586 rubles per 1 cubic meter. (0.5748 + 0.3838). At the same time, the preferential consumption rate in houses and apartments with centralized hot water supply, equipped with bathtubs with showers, is 230 liters per day of cold and hot water (not to be confused with the consumption rate of 260 liters per day, according to which payment for the service is made using an economically justified tariff 1.2741 rubles per 1 cubic meter to owners and tenants in the absence of individual metering devices). The first option: the beneficiary fits into the limit provided for the owners of meters - 140 liters per day - and pays half the cost. Second: it fits within the standard of 230 liters. Of these, the first 140 liters are calculated at a subsidized rate with a 50 percent discount. For the remaining 90 liters, the calculation is made at the full rate, and the amount of the 50% discount is at the subsidized rate. Let us explain: 90 liters at the full rate cost 0.1143 rubles, and at the subsidized rate - 0.0855 rubles. We divide the last amount by 2 (50% discount) and get 0.0427 rubles. This is the amount of savings that should be subtracted from 0.1143. Thus, the preferential price for 90 liters is 0.0716 rubles.

- Another aspect: meter readings are submitted to the RSC, reflecting the water consumption of all residents,- notes N. Khokhol. - Therefore, the amount consumed by the beneficiary is calculated by dividing the total amount of consumed water by the registered citizens. So, if a family of three has consumed 9 cubic meters. water, then preferential will be 3 cubic meters.

The following formula applies for the discount on water heating. From 6.9 cubic meters. per month (30 days), subject to benefits for houses and apartments with centralized hot water supply, bath and shower, the rate of hot water consumption is 3.45 cubic meters. For heating 1 cubic meter. water is spent 0.0627 Gcal. We multiply this value by 3.45, then by 16.9259 (tariff for 1 Gcal), divide by 2 (50 percent discount) and get 1,830 rubles. The amount of the benefit is 1,830 rubles.

Also, there are different standards for the consumption of natural and liquefied gas that give the right to benefits. With a gas stove and centralized hot water supply - 8 cubic meters. per month (hereinafter - if there are meters); with a gas stove and a gas water heater (in the absence of centralized hot water supply) - 23 cubic meters; in the presence of individual gas heating devices - 160 cubic meters. during the heating season and 60 cubic meters. - in the summer and so on.

The standard for beneficiaries for electricity calls for prudence: with an electric stove - 90 kW / h per month, with a gas stove - 60 kW / h.

The elevator maintenance tariff, which is 1.28 rubles per person, is simply divided by two for the beneficiary - and it turns out 0.64 rubles. The same applies to MSW management: the standard is 0.2233 cubic meters. at a rate of 5.1143 rubles per cubic meter. m and a cost of 1.14 rubles per person, for a beneficiary - 0.57 rubles.

N. Khokhol gives an example from the housing stock serviced by the RSC # 1 of the Partizansky District: a family of 3 people, one of whom is entitled to benefits, lives in an apartment with an area of ​​53.8 square meters. m. Accruals for October 2017 amounted to 48.26 rubles, excluding the benefit would have been 55.98 rubles. The amount saved is RUB 7.72, or 13.79% less.

The second part of the beneficiaries is specified in the Regulation on the procedure for settlements and payment of payments for housing and communal services and payments for the use of residential premises of the state housing stock, approved. These include:
