Tatiana Ilyina from Mozyr turned 55 years old back in 2015, but she does not receive a pension. At that time, her insurance experience was 11 years. - If only we were warned in advance that there will be changes in the legislation: "Women, hurry up, in a few years they will increase the insurance experience!" And I worked the required number of years, not assuming that the length of service would increase. The length of service does not include the years spent on parental leave. Tatyana has three children.

Tatyana Ilyina has a higher education in economics. Before the decree, the woman worked as an accountant. She gave birth to her first child in 1984, the second in 1985. After the second decree, she was able to get a job as a cleaner.

- Those were the nineties. Enterprises were closed, there was no work. Nobody was waiting for us anywhere and did not invite us anywhere. The union was falling apart, and people thought about how to feed their families.

In 1991, the third child was born in the Ilin family. After the decree, Tatiana remained a housewife.

- To run a household is not to beat the thumbs up, but to dig a garden, milk a cow, feed chickens. To clean the children, cook borscht, check the lessons. 2.5. 3. Your proposals have already been implemented in the pension legislation. When calculating the length of service, it is taken into account, among other things, parental leave, the period of receiving higher and secondary special education in daytime form, caring for a child until he reaches the age of 3 years (but not more than 9 years in total). However, to assign a retirement pension, it is also required to have work experience with the payment of mandatory insurance premiums (length of service). In 2016 it is 15 years 6 months, in 2017 - 16 years. Further, it will increase annually by six months to 20 years. Given the length of the period of labor activity, these are quite acceptable conditions.

The minister commented on some of the proposals that they decided not to introduce into the law. One of them is to recalculate the pension for working pensioners, taking into account the fact that they continue to pay insurance premiums.

At the individual level, the 1% contribution of a working pensioner does not cover the costs of the subsequent supplement for seniority. The amount of the paid contribution is several times less. We appreciated this change. As a result, it turned out that the budget will need 528 million rubles a year, which is almost 5% of the total pension expenses. There are no such reserves today, - Irina Kostevich shared her calculations. - To balance the income and expenditure side of the fund's budget, it is necessary to increase the insurance rate for employees to 2.5% or to shift 1.5% to the employer. Taking into account the current insurance rates, which are quite high, we cannot allow this to happen.

“Why is 9 years counted in the seniority? Not 8 or 10? "

Another proposal, which the Ministry of Labor did not introduce into the draft law, concerned a change in the calculation of the length of service for mothers of four or more children. The fact is that only 9 years of parental leave are included in the total length of service (the size of the pension depends on it). If, for example, a mother of four children went on maternity leave for 12 years, three years of them from the point of view of a pension will not be counted in any way.

An increase in the birth rate was announced as one of the main goals of this measure. However, such a pension benefit can be used primarily by women of pre-retirement age and already established pensioners. That is, those who can no longer influence the situation with the birth rate, - said Irina Kostevich.

After the minister, the floor was taken by deputy Andrei Rybak, who criticized the department's arguments.

Employees of enterprises with harmful working conditions, who are entitled to an early retirement pension and continue to work until the generally established retirement age, lose 10 to 15 years of insurance experience. At the same time, the workers themselves and their employers continue to pay contributions to the pension fund. This indicates the continuation of the formation of such citizens of their pension rights. We are not talking about 1%, but also about those 28% that are paid from the wages fund of enterprises, - Andrey Rybak explained. - The preservation of the limit on the length of time spent on parental leave is justifiably criticized. Why 9 years old? Why not 8 or 10? Why do we infringe on the rights of women with four or more children?

The bill will be considered in the second reading, so it is possible that changes may appear in it.

During the recent pension reform in Ukraine, the minimum insurance experience was increased to as much as 25 years. But at the same time, they made it possible to buy this experience - that is, to pay additional insurance contributions to the pension fund, and thus get the missing months or even years of experience.
